The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is the state agency responsible for driver and vehicle services in Maryland.
Sometimes referred to as the “Maryland DMV,” the MVA handles a wide range of motor vehicle-related responsibilities. These include issuing driver’s licenses and state ID cards, registering and titling vehicles, and enforcing certain motor vehicle laws and regulations.
In all of these tasks, the MVA’s role is to ensure that drivers are qualified and that vehicles are properly titled and registered. Thus, MVA employees contribute to safety and help reduce the number of car accidents on Maryland’s roads.
This guide looks at the Maryland Department of MVA branches you can visit today and how you can get your Maryland driver’s license.

Getting Your Maryland Driver’s License
Obtaining a Maryland driver’s license is a three-phase process designed to help new drivers gain experience safely on Maryland roads:
- Learner’s permit: New drivers who are at least 15 years and nine months old must first obtain a learner’s permit by passing a vision screening and knowledge test on Maryland driving rules.
- Provisional license: After completing a minimum of 60 hours of supervised practice and passing a certified driver education course, drivers who are at least 16.5 years old can take a road skills test at the MVA.
- Full driver’s license: Finally, after a driver holds a provisional license for the required period (typically 18 months) without any serious violations, the MVA converts it to a full driver’s license.
At every stage, you’re expected to know and follow all driving laws, which can include keeping your vehicle in compliance with Maryland’s car inspection laws.
Using MVA Services the Smart Way
Many tasks can be completed through the MVA’s online services or at self-service kiosks. However, Maryland’s MVA branch offices are there to help with services that require an in-person visit, such as taking a driving test, getting a first-time license or ID, or handling certain title transactions.
